Stylistically and morphologically this is unlikely and Mallowan mentiones parallels with 4th Millennium seals from Tepe Hissar. Impossible to really assign a period but even accepting a bit of inaccuracy it is hard to imagine how a prehistoric seal would have reached such later levels.
